Disaster Risk Management Specialist – Caribbean

About the role

The Disaster Risk Management Specialist (DRMS) will oversee emergency response, training, and technical assistance programs under the Amentum RDAP contract for Antigua & Barbuda and Saint Kitts & Nevis. Reporting to the Sub‑Regional Manager for the Caribbean, the specialist will be based in either country and work closely with local and regional disaster agencies.

Key responsibilities

• Assess hazards, risks, vulnerabilities, and existing capacities in each country and develop strategic plans to reduce risk.
• Design, implement, and monitor training and technical assistance programs addressing emergency management and disaster risk reduction gaps.
• Build relationships with humanitarian organizations, host‑nation agencies, the UN, and U.S. Government entities.
• Facilitate hand‑off workshops to transfer training responsibilities to local and national stakeholders.
• Provide technical advice to the U.S. Government, coordinate with MDROs, and support annual work‑plan development.
• Maintain a roster of surge consultants, manage their activation, and ensure required trainings are completed.
• Identify and procure relief items in coordination with the U.S. Government and produce regular activity reports.
• Participate fully in disaster response operations as needed.

Required profile

• Bachelor’s degree or higher in Business, International Development, Emergency Management, or a related field.
• Proven experience delivering emergency management or disaster preparedness training and technical assistance.
• Strong knowledge of capacity‑building best practices and ability to identify significant capacity‑building opportunities.
